News from Codes for Climate

The draft 2024 Commercial International Energy Conservation Code (IECC) has passed the balloting process and has been released for public comment. The public comment period will be 45 days, with comments open through October 21. ICC will be hosting a training webinar explaining how to submit public comments on Friday, September 9 at 11 am PT / 2 pm ET (join webinar here - recording will be posted on the ICC platform afterward).

NBI has scheduled a briefing and discussion session for Thursday, September 29 at 10 am PT /1 pm ET. The session will provide an overview of key provisions, and will allow time for Q&A and follow-up for participants who are interested in participating in the public comment process. Note that commenters do not need to be governmental voting representatives. If you are interested in attending the session, register here.

The 2024 Residential IECC has not yet passed the balloting process. The release date for public comment will likely occur shortly after the close of the Commercial public comment period in mid-October.

Federal, State and Local Action Updates

• The Inflation Reduction Act (IRA) passed by Congress and signed by President Biden last month includes the largest combined investments in energy efficiency and decarbonization in U.S. history to improve our buildings, vehicles, and industry. The new law provides $369 billion to fund energy and climate projects to reduce carbon emissions by 40% over 2005 levels, by 2030. The bill allocates $1 billion to energy code adoption, with the majority of that going to support stretch codes.
• A call for new committee members has been issued to develop the proposed ASHRAE/ICC Standard 240P - Evaluating Greenhouse Gas (GHG) and Carbon Emissions in Building Design, Construction and Operation. Those interested in serving on the committee can find more information here. Applications are due on September 26, 2022.

• Public testimony on the 2024 International Building Code (IBC) group B will be held in Louisville, Kentucky September 15-16. The hearing schedule is here, and registration to provide in-person public comment is here. NBI has submitted a proposal and two public comments (proposal S178-22 on page 675 here) that would require concrete and steel to submit environmental product declarations (EPDs) and meet specific global warming potential (GWP) values.
